STR.9:7 - Conformance Checklist
- The alternatives share the receiving question, configuration boundary, horizon and comparison basis.
- Eligibility, missing support and consequence uncertainty remain distinct.
- The chosen criterion is explained; probabilities and scalar trade-offs have a suitable basis.
- A finite change includes interactions, transition, displaced work and protected results.
- The comparison identifies holding regions, reversals and material common failures.
- Future exercise has a responsible chooser, attainable timing and a carrying or switching cost.
- A dominance claim is supported under its stated rule and is not treated as selection.
- The return states why an option beats a serious rival and what could change that conclusion.
