Preface

STR.Preface:1 - Problem frame - Direction and commitment under changing conditions

This language serves people making or advising strategic choices for an organization, a public service, a professional practice or another bounded System. It helps when a material change, uncertainty, new possibility or conflicting commitment makes the current direction worth reconsidering, or when a worthwhile contribution still has to be found.

In its broader use, strategizing includes searching for a worthwhile result and a Method for obtaining it when one does not yet know what to do. This framework develops the narrower connection among a subject’s contribution, direction, capability, resources and bounded commitments. A useful answer may be a provisional problem, a direction, explained alternatives, a sufficient comparison, a bounded preparation or a justified stop.

Keep the Method for obtaining the subject’s contribution separate from the Method used to search for, compare or reconsider it. Explaining how a customer could receive a diagnostic result is one question; improving the team’s strategic search routine is another. STR.5, STR.6 and STR.13 make their different entries and first results explicit.

Use a direct decision, operating or professional Method when it already answers the whole question. Strategy is useful where the connection among direction, business model, capability, uncertainty and commitments remains unresolved. Advising, engineering, management and development keep their own professional questions and Methods.

STR.Preface:2 - Problem - From attractive intentions to responsible choices

An appealing future can conceal an unaffordable present arrangement. A forecast can conceal a consequential unknown. A list of initiatives can lack a coherent contribution, while an annual planning cycle can continue long after enough evidence supports a smaller choice. Even a complete-looking option can leave unexplained how its promised result would be obtained.

The opposite failure is paralysis: uncertainty is treated as a reason to require another study before every action. The language instead asks which attainable result can change the decision and whether it is worth its full burden. A sufficient answer is useful even when a broader ambition remains unresolved.

STR.Preface:3 - Forces - What the comparison must hold together

Several tensions shape strategic work. Current obligations compete with development; flexibility has carrying costs; multiple feasible futures can favour different choices; and affected people may bear consequences that the decision holder does not experience. Evidence can arrive too late to help. Advice can be useful without granting authority.

Keep these differences visible. One numerical score cannot by itself settle conflicting values, an unmet protected condition or an unavailable permission. A local improvement can also consume the very shared resource that makes the whole strategy feasible.

STR.Preface:4 - Solution - Connect the results the question needs

The four Parts group related problems for finding and reading. They offer a reading order; actual work follows the questions and available results described below.

Part I helps locate the strategic concern and uncertainty. STR.1 identifies the subject, decision and scope; STR.2 relates a material change to its actual premise; STR.3 frames the uncertainty and problem; STR.4 constructs futures that discriminate among choices. A changed source can finish at STR.2 without a new scenario exercise.

Part II develops directions, possible obtaining ways and their support. STR.5 finds or qualifies a worthwhile contribution and makes a sufficiently developed direction usable as a conditional filter. STR.6 recovers or constructs explained whole options, develops reusable material and retains useful possibilities. Its material-development entry can precede a settled receiving contribution; its coupled entry examines ways against changed problems. FPF C.39 supplies the unknown-way explanation Method, and C.40 supplies material development with its conditional coupled problem-and-solution entry. They are contributions to these live questions, not compulsory preliminary stages. STR.7 selects and designs only worthwhile bounded experiments; STR.8 connects the promised contribution to capabilities, dependencies, business models and initiatives. Existing evidence can make another experiment unnecessary.

Part III connects comparison to a responsible choice. STR.9 compares robustness, nonlinear exposure and option value, using a qualified PSD.12 response test only when needed; STR.10 examines actual commitments and affected-System consequences; STR.11 separates retained alternatives, intended joint use, advice and authorized commitments. A comparison does not allocate work, and a small authorization need not settle the larger direction.

Part IV supports revisiting and sustaining strategic practice. STR.12 turns qualified signals into bounded follow-up; STR.13 compares and maintains the strategy practitioner’s Methods; STR.14 reconciles simultaneous work across horizons and scopes; STR.15 addresses actual cultural continuation and deliberate influence. Enter these directly when that is the problem, rather than repeating Parts I–III.

Results connect by the content needed for the next question. A lead about a new recipient may first need a qualified problem/contribution account before STR.5 can form a direction. A direction can then support STR.6’s search for whole obtaining ways. Available material and a known operation can instead support direct development in STR.6 before the contribution is settled. Where problems and ways change together, the target result determines the next problem or way question. If the contribution or way is already sufficient, start from that result. If search exposes a different receiving problem, return that question rather than forcing it into the old option family. These are conditional uses, not a compulsory sequence.

An adequate PSD uncertainty or robustness result can likewise be reused without repeating its analysis. A missing data permission blocks the dependent use, not every option. A material joint-capacity conflict can reopen a commitment while leaving its framing and independent evidence intact.

Constituent actions in ongoing work. During strategy work, interpreting one changed operating assumption can constitute part of evaluating an option, while that evaluation is part of forming a commitment. A changed resource horizon alters which interpretation and option remain usable. People may understand the strategic ambition and perform the component calculations yet lack the intermediate Method for constructing a realizable option. STR.6 and STR.8 address the obtaining way and capability connections; they do not supply missing capability merely by describing it. FPF B.1.5.EW helps recover this vertical. Work already devoted to exploring an option does not establish that its later realization is available.

STR.Preface:5 - Recognition and assurance - Understand the move, then support the claim

Ordinary descriptions let a reader recognize a direction, option, trial or cultural practice. Recognition alone does not establish feasibility, actual performance, authority, evidence strength or cultural persistence.

Use the direct source and professional guidance for the claim that matters. Keep observed conditions, estimates, hypotheses, recommendations, plans, decisions and performed work distinct. Stronger claims need their own support; missing stronger evidence need not erase a smaller independently supported result.

STR.Preface:6 - Archetypal grounding - Three unlike applications

SensorCo follows one strategic question through the language. Its four-day preparation competes with a viable device improvement; the twelve-month direction remains open. The first-month ninety-versus-eighty-day conflict concerns the whole proposed arrangement, including those four days. A reduced seventy-eight-day proposal preserves reserve and a separately costed fallback but does not establish capability or authorize its whole scope.

The professional-practice case tests personal choice, livelihood and eight available hours against a twelve-hour proposal. STR.5’s personal example begins earlier, before the contribution has been selected; STR.6’s diagnostic example follows a search for an unknown obtaining way and stops at its evidence gap. Its separate synthetic-record extension develops material for a selected contribution, explores it before a contribution is chosen, and tests a transfer under changed conditions. The public-service case tests a protected access condition that a favourable average cannot cancel. These constructed cases show use and limits, not empirical effectiveness.

STR.Preface:7 - Bias-Annotation - Whose contribution and whose burden?

Corporate language can privilege commercial return, executive authority and measurable effects. A personal or public-service use may have different purposes and decision holders. Preserve those differences instead of copying SensorCo’s criterion.

Available evidence and visible participants can hide an affected group, tacit work or unpriced burden. Recover what can change the decision, including a competent objection, without turning every strategic question into unlimited discovery.

STR.Preface:8 - Conformance Checklist - Correct use of the connected language

  • The strategic subject, receiving question, horizon and holder of the actual choice are clear.
  • An unsettled problem, a direction, an explained obtaining way and an examined exploratory intermediate remain different results; a sufficient result permits direct entry.
  • A serious feasible rival, including continuation or stop, is not omitted to favour novelty.
  • Evidence and comparisons concern the same options, configuration and conditions.
  • Further inquiry has an attainable decision contribution worth its full burden.
  • Whole commitments preserve material constraints, affected interests and displaced work.
  • A retained alternative, joint-use selection, recommendation and authorization stay distinct.
  • Capability, permission and financing claims come from their actual qualified contributors.
  • Reconsideration reaches the affected decision in time; independent useful work is preserved.
  • Method-worth and cultural-continuation claims retain their separate basis.

These questions connect the pattern-specific answers. Reuse a qualified local result when the combination does not change its conditions; inspect the whole configuration when shared constraints can invalidate otherwise adequate parts.

STR.Preface:9 - Common Anti-Patterns and How to Avoid Them

Strategy as a forecast deck. A single expected future replaces comparison. Use discriminating futures only where their differences change the choice.

Experiment by default. More activity is treated as learning. Compare the attainable answer, whole burden and a sufficient decision on current evidence.

Direction as permission. A fitting initiative borrows authority from an adopted slogan or filter. Obtain the actual bounded commitment and its independent conditions.

Success by component. Several affordable initiatives overuse one team. Compare their simultaneous whole and the work they displace.

Culture by publication. A template or archive is treated as ordinary enactment. Ask what people actually transmit, recognize, select and retain.

STR.Preface:10 - Consequences - What changes in practice?

Participants can stop with a useful bounded answer, preserve meaningful alternatives and commit only what the present basis supports. A qualified negative result can save work; a small preparation can keep a larger choice open; and a timely signal can change one commitment without discarding independent results.

The language requires comparison effort, source qualification and attention to shared conditions. It does not remove uncertainty or guarantee a superior outcome. Some questions remain blocked by unavailable evidence, capability or authority, and a worthwhile current course can coexist with that limit.

STR.Preface:11 - Architectural Rationale - Why a connected repertoire?

One linear strategic-planning cycle would simplify teaching but would force unnecessary stages on direct questions and hide simultaneous work. Fifteen independent checklists would improve retrieval but lose the dependence among contribution, capability, whole cost and commitment. The selected repertoire keeps direct entry and the explicit relations needed for a connected answer.

FPF supplies common reasoning about evidence, choice, alternatives, configuration-relative contribution, practice architecture and culture. Those Methods do not alone explain the domain connection among strategic direction, business model, capability and cross-horizon commitments. Strategy supplies that connection while leaving actual advising, professional comparison and realization with their direct owners.

Several developing subjects can matter together: the external offering, organization, person and enabling platform. Changing one can require another contribution without making them one object or assigning one owner to all development. Small internally sustained improvement remains a serious alternative to a new large project.

Search and choice also differ. Finding a worthwhile contribution can finish with a provisional problem and a discriminating question. Finding an obtaining way can finish with an explained candidate and one missing condition. Those results support different next actions, so a separate search stage is not imposed on every use. Retaining a stepping stone can improve later possibilities without making it the best current commitment. A direction’s filter can change which proposals qualify, but a revised rule does not rewrite earlier observations or allocate resources. These distinctions explain why direction, option formation, comparison, commitment and later reconsideration remain independently useful contributions.

The same reasoning preserves a separate method and culture question. A method can be worthwhile but unused; an archive can be available without transmitting a practice. Neither an annual method refresh nor a universal culture programme follows from using this framework.

STR.Preface:12 - SoTA-Echoing - Current contributions, bounded transfers

The language combines source contributions because they change these working choices, not because their labels form a complete theory of strategy. Current scenario and deep-uncertainty methods inform discriminating futures, robustness and timely adaptation. Dynamic-capability and entrepreneurial-judgement work keeps agility, affordable loss and capability commitments conditional. Experimentation and set-based design research informs worthwhile inquiry and selective retention.

The language distinguishes discovery of worthwhile results from construction of obtaining Methods, preserving method plurality, useful intermediate possibilities and reasoning that later work can reuse. It also connects continuous organization development, different developing subjects and revisable comparison grounds. The source-use account explains the framework’s synthesis alongside external contributions, serious alternatives and their limits.

These sources support particular Methods and choices, not an empirical claim that the whole language improves every organization. Historical anchors remain history where a later contribution is the current line for the question. Reopen a source-dependent choice when new evidence or changed conditions challenge that actual transfer.

STR.Preface:13 - Relations - Obtain the professional results the decision needs

FPF is the common conceptual and Method basis. Use the professional practice that can answer the unresolved question on which the strategic choice depends.

Development Opportunity Construction and Development Direction Advising (DOCA) helps find contrasting leads, explain whose problem a proposed contribution addresses, develop a direction or assess whether and how it could be reached. A provisional problem explanation can be a useful result while its support remains incomplete. These Methods can be used directly, with or without an advisory engagement.

Problem Structuring and Decision Support (PSD) can provide a formulation of the decision problem, an account of the participants’ values, an uncertainty analysis, a comparison of options or follow-up of an earlier choice. Use the PSD answer as an input when recommending or choosing a direction or commitment.

For a proposed diagnostic service, the following questions illustrate different professional contributions. Obtain only those that can change the strategic decision.

Can the intended practitioner perform meaningfully unfamiliar diagnostic work with the available support?A Human Capability Development (HCD) result about that person’s performance. HCD.12 qualifies transfer from the earlier work to the unfamiliar task; the result retains the actual assistance and conditions.
Can the product or platform supply the required technical result?A Systems Engineering (SYSE) or other qualified engineering result for the relevant configuration, function and acceptance conditions.
What does the whole proposal cost and return, and can its payments be met when due?A qualified financial comparison including provision, support, displaced work, the timing of payments and receipts, and funding conditions.

For example, missing out-of-hours incident cover in SensorCo’s service proposal calls for the service, staffing and cost answers needed to compare the offer. A functioning platform leaves that support question open. STR.8 explains how to locate such a missing contribution; the professional work obtains the answer about the proposed service.

A framework explains how to obtain or qualify a result. The strategic decision needs the applicable professional answer about its actual subject, conditions and horizon, with the limits of the supporting evidence. Check whether an existing answer supplies that contribution; if it does, reuse it. Otherwise ask the responsible practitioner for the missing answer, keeping any dependent commitment conditional.
