SYSE.17:9 - Consequences

Engineering decisions become harder to optimize for visible participants while exporting consequences elsewhere. Quiet and future bearers enter through qualified consequence claims. Those claims can change the decision through, for example, a probe, safeguard, specialist result, monitoring condition, or unresolved decision need.

The cost is additional inquiry and maintenance of uncertain claims. Every retained bearer or modal path claim must change a decision, evidence need, probe, or reopen condition so the account does not grow without bound.
