SYSE.51:1 - Problem frame

Use this when a person or technical agent repeats uninformative work, spends the means needed to finish, or gives a consequential unresolved question too little useful effort. The subject is a reusable rule for allocating further reasoning or tool work during an attempt. A person may check a carry, use a calculator or obtain a missing fact; a technical agent may also request another sample, deepen search or change model.

The first result is an executable allocation rule with observable decision points, a completion reserve, a useful partial return and a whole-task comparison. It changes what happens before the resource ceiling is reached. Merely enforcing that ceiling belongs to SYSE.40.

Keep a fixed or manually selected allocation when it serves the task adequately. A direct calculation with a known sufficient procedure may need no adaptive allocation. Extra computation cannot replace a missing permission, unreachable current fact or undefined result criterion.
