Compare complete ways to obtain the same answer

OCE.8 compares whole arrangements under one result and period. The current arrangement and a small sufficient repair remain serious alternatives. The three alternatives below address this case.

For each retained candidate, include preparation, actual search, learning, support, observation, coordination, recovery and transfer. Ask the workers what the plan omits and which existing task would be displaced. Keep their information separate from who has authority to accept that displacement. Compare cost, time, access, evidence quality and provider dependence where they can change the choice. An incomplete candidate remains a proposal to finish or reject.

Assume the current team can supply its normal obligations and the named search interval only if an operating specialist contributes four additional hours. Both the internal group and the external-provider candidate also need those same four hours for data interpretation and acceptance. Outsourcing or separation therefore does not remove this bottleneck. The owner must obtain the contribution, change the proposed answer or timing, or reject the current set. A commercial expression of interest cannot allocate that person’s time.

Suppose the current team already has the technical capability and experimental access. Establishing the separate group or completing the external provider’s access agreement would take longer than the two-week window. This leaves current-team search as the option to complete for this window; the other arrangements remain candidates for a later decision with a different preparation period.
