Construct the ambition from the receiving work

All quantities, evidence and authorities in this example are stipulated. Twelve identified customers have equipment that could usefully return to service this month through the cooperative’s standard repair. Five have booked. Seven have qualified offers; an adequate nonoverlapping demand account supports three further acceptances under current conditions. The forecast is therefore eight, with the remaining acceptances uncertain. The twelve opportunities include those eight; they are not additional demand.

OPS.21 begins before choosing an indicator. Useful restored equipment is the result. Counting closed tickets alone could reward incomplete repairs or avoiding difficult cases. The team therefore compares accepted repairs in this named customer population by month end, retaining quality evidence, unfinished cases and any later returns that could defeat the claim. Continuing service for existing recipients remains protected.

Eight, ten, twelve and fourteen now have different grounds. Eight describes the expected result and leaves four known needs beyond it. Ten would serve two further needs within the base provision calculated below. Twelve would address every identified suitable need if the customers choose repair and the cooperative obtains the means. Fourteen has no additional identified useful demand or way to serve it in this case. The team provisionally chooses twelve as an ambition, conditional on those needs remaining useful, customer choice and a worthwhile resource arrangement; its first action is to clarify the seven offers. This is a reasoned choice of ambition, not a claim that twelve is already likely or promised. A customer whose need disappears should not be sold an unwanted repair to protect the count.

The cooperative does not use a peer league table here: another team’s mix, starting position and shared support have not been shown comparable. It can retain other observations without making each a new improvement target. A different operation could reasonably choose a range, a qualified milestone or observation without a numerical quota; OPS.21 explains those alternatives.
