Use this pattern when someone must later establish an administrative relation, decision or provision, and the retained records may not support that use. A handler may need to explain an earlier refusal, recover the terms that governed an open claim, correct a mistaken account or decide what can be disclosed or disposed of.
Start with the later question and its legitimate reader. The first useful result is the smallest adequate record arrangement for that use, including its interpretation, access, correction and retention conditions, or the exact missing source or competent decision.
Use an adequate record directly. Do not reconstruct every historical event for an ordinary request that already has a sufficient basis. This pattern supplies no universal retention period, disclosure right or legal priority; apply the governing rule and obtain the qualified answer when its application is unresolved.
