ADM.13:1 - Problem frame

The practitioner is maintaining records used in administration. A record may contain a request, rule edition, decision, grant, provider instruction, observed effect or participant account. It may be stored in one system or recovered from several adequate sources.

What is recorded and what occurred have different conditions. An appointment may already be effective before a directory is updated. A rule may instead make a particular registration act part of constitution. The handler must preserve the distinction applicable to the actual case.

Future readers also differ. A recipient needs an intelligible response; a dispute resolver needs the relevant grounds; a provider may need only the current authorized instruction. Fit for one use does not imply unrestricted access or fitness for every other use.
