ADM.13:5.1 - Explaining the earlier access response
On 25 September a researcher requests archive access using an appointment effective on 1 October. Policy P requires an effective appointment at the requested time. The handler establishes that the supplied appointment does not meet that condition and gives P’s prescribed response.
For a later explanation, the relevant record retains the assessed request and date, appointment decision and effective date, policy P, the negative temporal result and the actual response. The record does not state that every possible earlier appointment was disproved, or that a separate read grant was checked, when neither inquiry occurred.
A later directory correction fixes the spelling of the researcher’s name while preserving identity and the appointment’s effective date. The authorized record maintainer corrects the current display. The historical account still explains the September response, and no new appointment or retrospective date is invented.
Now suppose the researcher presents a different, earlier appointment decision. That new source may change the current eligibility account. The handler retains the earlier assessment’s actual basis and sends the new source through the applicable case procedure. ADM.3 establishes the temporal claim; ADM.8 supplies any still-required read-permission question. The record of the earlier response is not silently replaced by a fiction that the new source was used at the time.
ADM.13:5.2 - A dispute hold and an obsolete service form
Suppose the organization’s supplied record rule requires the decision and material grounds for a disputed claim to remain available to the authorized resolver until the hold is released. A separate instruction ends new requests through an old form on 1 November. The old system also contains routine diagnostic records with their own disposal conditions.
The service owner can stop new use of the form under that instruction. The active dispute’s decision and grounds still need their permitted retrieval route. The resolver receives the relevant protected account; other readers do not receive unrestricted access merely because retention continues.
Before withdrawing the old reader, the provider demonstrates that the retained decision, source meaning and correction history can be recovered through the authorized replacement. The service owner applies the separate disposal conditions to eligible diagnostic material. If the scope of a restriction or hold is unclear, its competent source receives that question.
Neither keeping the entire old system forever nor deleting it at form closure follows from the supplied rules.
