| Force | Tension |

| Purpose | A control needs an actual institutional reason, while its technical form may outlive that reason. |
| Competence | The rule owner, qualified tester, case decider and software provider can be different participants. |
| Burden | Checking can prevent loss while also excluding valid cases or creating unnecessary effort. |
| Evidence | A test must answer the relevant claim for the actual subject at the point of reliance. |
| Revision | A better design can be proposed before it has been authorized or implemented. |
