ADM.15:10 - Architectural Rationale
Administrative consequences attach to different subjects: the recipient’s condition, a decision’s correctness, a restriction, a person’s work and a financial account. Their correspondence supports comparison, but it does not make their measures interchangeable. Keeping those subjects and the receiving decision explicit prevents one convenient indicator from deciding the service’s worth.
