ADM.15:11 - SoTA-Echoing

The working question is whether an administrative arrangement supplies its institutional result with acceptable consequences for the affected participants. The May laboratory’s T+N discussion and the dependent ADM source pack contribute the delay question and its reliability and burden conditions. OPS.15:4.2–4.3 supplies the operational start, end, source and uncertainty discipline used in §4.3. Compare delay, reliability and participant burden for the work the service enables. The historical aspiration of immediate administration is not adopted as a universal objective.

The selected method uses OPS.12–15 for burden, commitments, financial comparison and observation, together with OCE.13 for bounded consequence claims and actual causal-use limits. The TameFlow sources contribute through those qualified operational instructions rather than a universal profit or single-metric rule.

A dashboard of completed requests is the serious cheaper alternative and can answer a completed-request question. It fails for the broader service when entry failures, mistaken refusals or shifted effort change the decision. Sections 4.1–4.5 therefore preserve the actual population and unlike consequences. The 2025 shared-service cost review’s author-institution abstract also cautions against a general cost-reduction conclusion from weak or unclear company-wide baselines; its full article is not used here.

Reopen only the affected comparison when the rule, population, service boundary, evidence or receiving decision changes. The constructed counts and estimates demonstrate interpretation; they do not establish organizational effectiveness.
