ADM.15:5.1 - The portal reports closure and misses twenty requests
For a constructed weekly account, a service owner identifies 100 distinct access requests from the portal, help channel and a bounded requester follow-up. Repeated attempts are linked to their original request. The account’s cutoff is the requested-use date for this cohort.
Eighty requests reached the portal. Sixty received the promised usable access. Ten received refusals; a qualified case review under policy P establishes that six followed P and four were mistaken. Ten entered requests remained unprovided at the cutoff. Twenty additional requests encountered entry failure and never reached the portal; their eligibility and possible eventual outcomes are not established by that failure.

A report of 70 closed portal requests out of 80 is arithmetically consistent with the local closure convention. It does not establish 70 usable results or whole-population success. The broader evidence supports 60 confirmed provisions and six correct refusals as different result kinds.
The service owner can act on the four established mistaken refusals through the applicable case procedure and investigate the entry failure affecting the omitted group. A new general cost study is unnecessary for those bounded responses. The evidence still does not establish that the portal caused every failure or that the next cohort will have the same proportions.
