ADM.15:5.2 - Freed provider time and additional applicant work
A walkthrough compares two feasible handling arrangements for the same stated expense class. Its scoped estimates are 10 provider minutes and 3 applicant minutes per case in the current arrangement, versus 6 provider minutes and 9 applicant minutes in the proposed self-service arrangement.
Under that estimation basis, provider effort falls by 4 minutes while applicant effort rises by 6. The estimated combined labor rises from 13 to 15 person-minutes. This sum is meaningful only for the declared labor boundary and compatible units; it is not elapsed service time or a financial net benefit.
Suppose no staffing payment changes within the decision horizon. The freed provider time may still be useful for another supported service, but it is not automatically a cash saving. OPS.14 asks what actual payment or displaced use changes. The authorized owner compares that consequence with applicant burden and the service’s required conditions.
These are walkthrough estimates, not observations of an implemented change. If a material uncertainty remains and a feasible observation could change the decision, the owner selects that inquiry. Adequate existing evidence can instead justify retaining the current arrangement.
