ADM.1:10 - Architectural Rationale

The enabled work is the starting point because it explains why the administrative condition matters. The administrative result remains separate because it has its own applicability, provider and completion evidence. This separation supports both a simple direct request and a service spanning several providers.

A department-first boundary can be adequate when one provider already supplies the entire needed condition. It becomes inadequate when a local completion leaves the participant unable to work. A whole-business boundary has the opposite cost: it can make administration responsible for results it neither decides nor supplies. The bounded enabling relation retains the useful connection without either expansion.
