The practice question is how to define an administrative result at enough scope to help the participant without absorbing the whole business task. Keep the enabling administrative service distinct from the participant’s business work, and use OPS.3 to distinguish cases, work and descriptions. Use C.32.MWA when competing structures change the answer.

The serious default is a department or catalogue item whose completion defines success. GOV.UK’s whole-problem service guidance is a useful comparator because it expands attention to the user’s needed outcome while cautioning against an oversized service. Here that contribution changes §§4.1–4.3: start from the needed condition, follow the relevant provider joins, and keep the business outcome separate. At the same first-pass effort, one condition sentence can expose a missing result that a ticket label conceals; a wider service inquiry is accepted only when that distinction changes action.

The July laboratory, especially 11:56–14:59 and 20:37–30:49, supplies reported situations and conceptual distinctions used in this synthesis. The GOV.UK guidance supplies a service-design comparison. The organization’s rules determine local administrative authority; observations of the service are needed to judge an improvement claim.

Reconsider this selection if actual cases show that the stated condition fails to distinguish administrative completion from the enabled result, or if a smaller existing service instruction gives the same needed boundary more reliably.
