ADM.1:12 - Relations

ADM.2 supplies participants and organizational relations when those facts determine the request. ADM.3 resolves effectivity or change; ADM.4 compares accounts after their subjects are identified. These are conditional result uses, not steps required for every case.

OPS.3 supplies the general case/work/description distinction. C.32.MWA supplies a comparison of several structures when their non-matching boundaries affect the decision. The administrative handler uses the applicable service instruction for the next administrative action on the bounded question. The person responsible for the substantive work receives a business question.
