ADM.1:7 - Conformance Checklist

For the actual enabling question, examine whether:

  1. The participant’s intended work and the administrative condition are identifiable in ordinary language.
  2. Each completion or failure claim refers to the relevant subject.
  3. The recipient, provider, needed time and action-changing use conditions are supplied or named as unresolved.
  4. Evidence such as an approval or provider message is interpreted against the promised condition.
  5. The next action reaches someone able to resolve the remaining question, and an adequate ordinary request can proceed without a wider investigation.

These questions assess the framing. Whether the service was actually supplied requires evidence of that result under its applicable conditions.
