ADM.2:2 - Problem

How can a handler identify the participants and organizational standing that actually determine an administrative action?

If the handler substitutes an authenticated identity or a familiar role label for the relevant relation, the service may be provided to an ineligible recipient or refused to someone whose valid relation is missing from the convenient record. If decision authority and technical capability are conflated, an implementation action can silently replace a required decision.
