Ordinary handling should reuse reliable facts and familiar responsibilities. A consequential action may nevertheless depend on a narrower grant or a different effective interval. An organizational chart makes people findable, but it may not show the counterparty, covered action or authority that this case needs.

The handler also needs a usable return when a relation cannot be established. Collecting more identity documents will not resolve every missing delegation or eligibility condition.
