ADM.3:1 - Problem frame

An organization can approve an appointment before it takes effect. A directory can be updated before or after that date. A handler can learn about the appointment later still. These moments matter to different claims.

The same issue occurs with payment, delegation, cancellation and suspension. A payment instruction can exist before its effect is known. A corrected amount in a report can change what the organization claims without changing the earlier transfer. Some governing rules, however, make a particular registration or notice part of the act that changes the relation. The handler must recover that rule rather than assume that records are always constitutive or always merely descriptive.
