How can a handler determine the organizational condition applicable to one action without turning a record date, a later discovery or an intended future change into a present fact?

The wrong time can cause premature access, an incorrect refusal or a claim that a later correction retrospectively supplied missing authority. A useful answer identifies both the relevant state and the next action warranted by the available basis.
