Current handling needs a quick usable answer. Historical disputes may require a more precise account of what was effective and what participants could then know. A convenient latest record reduces search but can conceal future applicability or a gap between two episodes.
Time detail also has a cost. Dates, time zones and interval boundaries matter only as finely as the receiving decision requires. The governing rule determines the relevant precision; adding timestamps without identifying the changed relation creates false exactness.
