ADM.5:10 - Architectural Rationale

The reusable object is the handling instruction. Authority remains with the actual participants, and successful provision remains an effect of their work. Keeping these distinct lets the service reuse its design without treating a model, approval or record as the beneficiary’s result.

Conditional connections are sufficient. A settled case need not visit every specialist; an uncertain effect does need its qualified recovery. This preserves both efficient ordinary handling and accountable exceptional handling.
