Handlers can begin ordinary cases with less improvisation, while specialists receive specific questions and providers receive actionable decisions. Applicants can distinguish a correction request, a reasoned refusal and unfinished provision.
Design costs become visible: someone must obtain missing policy, test correspondence and agree how to observe completion. More detailed documentation is useful only while it changes handling. The instruction’s successful construction does not establish service effectiveness; that requires evidence from actual cases and participants.
