CB.11:4.1 - Identify what is changing and who can decide it
Name the concrete trigger and its timing. A sponsor may withdraw funding at the end of a period; a host may stop volunteering next month; members may want different activities. Separate what is already decided from a proposal, concern or unexplained drop in participation.
Recover the affected arrangement. Which work will stop or change? Who relies on it? Which resource, access or authority will disappear? Ask both the people doing visible activity and those obtaining quieter benefits, including independent users of maintained material.
Distinguish control over components. A platform owner can decide what it provides; an organiser can end their own contribution; an authorised community body can decide matters within its mandate. Independent participants still decide what they are willing and able to do together. Use CB.13 when the collective decision arrangement itself is missing or disputed.
Respond to an immediate harmful or unsupported condition through the applicable owner and CB.8/9. A necessary short-term suspension can protect participants while the larger choice remains open. State what is suspended and where people can obtain the remaining response.
