A collective voice gains practical value through the work it helps change and the constituency it can legitimately represent. Evidence, mandate and receiving authority answer different questions. Keeping them distinct lets a technically strong proposal remain advice when authority is absent, or an authorised position remain uncertain where evidence is weak.
The return completes the connection. Without it, participants cannot distinguish influence from visibility, correct a misrepresentation or decide whether the effort remains worthwhile. Bounded discretion lets a representative act between meetings while members retain the ability to revise or withdraw the mandate.
