CB.16:2 - Problem
An organiser may speak confidently for a community without knowing whether its members support the position. A popular statement may omit the practitioners most affected. Conversely, waiting for complete agreement can prevent any useful contribution before the decision closes.
Even a properly authorised message can fail because it asks only for recognition, gives the recipient no feasible action or reaches someone who cannot decide. A meeting may then be reported as influence although the receiving decision and working conditions remain unchanged.
The task is to build a contribution that both the represented participants and the decision-maker can use, carry it under a valid mandate, and return its actual effect and remaining work.
