| Force | Tension |
| Shared voice | A joint position can make a common concern intelligible while concealing real differences. |
| Expertise and authority | Knowledge supports the content; representation depends on the group’s decision arrangement. |
| Timing | A decision window can be short while affected people need a usable opportunity to contribute. |
| Feasibility | An ambitious request may matter but require contributions that the community cannot provide or promise. |
| Negotiation | A representative needs enough discretion to respond while preserving the limits members accepted. |
| Influence | A received or accepted proposal still needs effective decisions and later observation of the practical result. |
