CB.16:4.5 - Engage the recipient and handle a changed proposal

Confirm that the recipient can receive the contribution in time and through a usable route. Present the request with its practical reason, represented constituency and mandate. Provide the evidence needed for the decision at a level the recipient can inspect.

If the first contact cannot decide, ask for the appropriate receiving route. Where no accessible route or timely decision remains, return that limit to the participants so they can choose a later opportunity or end this episode.

Use the exchange to test understanding. Ask the recipient to identify the question they can decide and any missing condition. Recover objections from the work: an unavailable resource, another affected interest, an unsupported claim or a different decision boundary may each require a different response.

Work within the authorised discretion. A representative can clarify the case or compare an allowed option. A materially different commitment or claim returns to the people who can approve it. State the pending condition to the recipient so that a provisional discussion is not mistaken for an agreement.

Keep disagreement intelligible. The recipient may decline the request for a reason members contest. Return that reason and the remaining possible action; do not replace it with an unsupported account of the recipient’s motives.

If the recipient offers a trial or accepts a change, identify the actual decision, owner, scope and next contribution. Obtain the assignments, access and resources through their owners. An invitation to discuss, a favourable comment and an effective decision remain different results.
