CB.4:5.2 - A private case cannot use the public channel
An association’s open forum is effective for general reference questions. A member brings a case containing material they may share only with named authorised people. The organiser cannot solve this by moving the discussion to an unexamined private chat.
They establish the permitted audience and material, choose a setting that supports those conditions, and prepare the bounded question with the case owner. If no adequate material can be shared, the case uses its authorised service route. Other members can still receive an independently prepared general explanation if it is useful and permitted.
