CB.7:4.5 - Give local organisers usable freedom
For a local group or chapter, agree which shared commitments it carries and which choices it can make locally. Common commitments might concern a promised service, use of a shared name, access to a shared resource or a rule for reporting incidents. Local choice might concern timing, examples or a meeting format. Select these boundaries from the actual common work.
Give each retained central decision a reachable decision-maker and a response time compatible with local work. Give local decisions the means to take effect. An organiser who may choose a meeting time but cannot obtain the venue does not yet have a usable arrangement.
Work through an ordinary variation and a consequential exception. Can the host change a format when attendance is small? Who handles an event that would exceed the agreed budget or exclude a group previously promised access? What happens if two chapters want the same resource? Return unresolved decision rights to CB.13 and resource conditions to their owner or ECO.7.
Let local observations change the shared offer where warranted. Ask organisers what their participants could not use and bring back the outcome of that request. Otherwise local autonomy can become permission to absorb the failures of an inflexible central promise.
