CB.7:5.4 - A small exchange needs no leadership programme

Three neighbours already take turns preparing a monthly materials exchange. Each knows the bounded task, one can cover an absence, and unused materials have a clear destination. A proposal to create a leadership ladder would add selection and reporting work without improving the exchange. They retain the arrangement and revisit it only if the work or conditions change.
