CB.8:10 - Rationale
An expectation helps when a participant can recognise its application and act on it. Enforcement adds interpretation and consequences, so the decision-maker’s actual authority, the evidence and the possibility of correction matter.
Temporary protection and final judgement answer different questions. Separating them permits timely action without turning uncertainty into guilt. Separating rule quality, actual handling and public reaction makes subsequent improvement more informative than adding another rule or counting approval.
