| Voluntary contribution and dependable service | People can willingly help within limits; a service promise may require firmer provision and compensation. |
| Several beneficiaries | Participants, employers, sponsors and independent users can gain different things and accept different costs. |
| Visibility and hidden work | Public sessions are easy to count; preparation, response and maintenance can determine whether they continue. |
| Resource ownership and community judgement | A funding decision can enable work without granting its owner every decision about participation or content. |
| Immediate support and future dependence | A convenient grant or platform can create a later renewal, withdrawal or transfer problem. |
