CB.9:5.4 - Independent users and sufficient existing provision

A small public guide has a willing maintainer, authorised hosting and a clear way to report corrections. Its users apply the practice independently. When the next update fits that established provision, the maintainer makes it under the existing arrangement; no membership programme or new funding exercise is needed. A future loss of hosting or maintenance would reopen the provision question.
