Provider-led change can underrepresent quiet customers, small recipients and future use of retained results. Include the relevant reliance, not only high-volume current requests.

The method assumes access to enough obligation and use evidence to make a bounded decision. Incomplete evidence requires an explicit qualified decision; it does not justify an invented promise to preserve everything forever. Technical, legal, safety and other professional judgements remain with qualified contributors.
