Use this pattern when an asset choice depends on how much service will be needed, where and when. Average demand can fit current capability while a seasonal peak, protected service group or changing use makes an option inadequate.

Begin with the service question and distinguish current commitments from forecasts. Return the demand scenarios and requirements needed to compare asset options. If an existing demand assessment answers the question at the relevant boundary and period, use it. Construct a new account when its missing basis could change the asset choice.
