EAM.4:2 - Problem

Demand totals hide timing, location and service differences. Forecasts can be treated as commitments, while existing commitments can be dismissed as optional scenarios. Even plausible forecasts may conceal which observation, population or loss allowance produced the number. A large forecast model can also obscure a simple known shortfall.
