GOALS.1:12 - Relations

GOALS.2 receives the interpreted goal and constructs its achievement basis. GOALS.3 receives the stated reliance and resource needs. GOALS.4 revisits the interpretation when its grounds change. OPS.21 remains the full supplier for an ordinary operating aim; STR.7 supplies warranted inquiry and HCD supplies the human development construction.
