GOALS.1:4.4 - Make the interpretation usable and revisable

Agree the result, its kind, owner of the relevant decision, protected conditions and the next action with the participants who need them. Use the existing proposal, assignment or conversation if it carries these meanings. Pass achievement questions to GOALS.2 and joint feasibility to GOALS.3. State a material reason to return: changed recipient need, invalid means hypothesis, lost provision or altered participation.

Recognition consists in noticing that the same sentence is being used to mean different things. Assurance requires the actual ground, authority, conditions and evidence for any reliance the sentence creates. A statement may remain a proposal until those conditions are obtained.
