GOALS.6:2 - Problem

A goal can be clear without being workable for its performer. The person may disagree with it, lack an essential skill or means, face competing obligations, miss an opportunity to act, or use a response that no longer helps. Treating each of these as weak motivation directs effort at the wrong cause and can conceal an incoherent assignment.
