Candid reporting supports useful action while real consequence rules influence what people disclose. Recognition should make valuable contributions visible, including less visible help. Privacy and legitimate personnel use must be intelligible. Timely informal help should remain possible, and consequential decisions need the evidence and authority they actually require.
