GOALS.Reference:2.2 - Joint conditions and useful partial results
The goal set has conditions that no isolated goal can establish. If three teams need one specialist for 12, 10 and 10 hours in the same week and only 24 hours are usable, individual feasibility claims do not compose. A delivery sequence can remove overlap only if the receiving dates permit it. A purported shared activity counts once only when the same performance actually supplies all claimed contributions. GOALS.3 shows the resulting choice.
A partial result can still be useful: a completed investigation can allow a decision while implementation remains unfunded; several completed refunds can benefit their recipients while other cases remain open. State what the evidence establishes and what the receiving work still needs. The criterion for stopping the current task is the result it was assigned, including its actual conditions. A broader development programme may continue through newly attainable questions after that task ends.
