HCD.13:9 - Consequences
The practitioner can preserve supported performance, repair access and target a genuine uncertainty without restarting development indiscriminately. A short independent core may answer an important fallback question while leaving normal source-dependent work intact.
The cost is a recoverable baseline, practice history and a meaningful comparison. Some distinctions remain unresolved without another observation. A cleaner-looking “retention score” is worse if it hides tool withdrawal, teaching during the probe or a narrower tested contribution.
