HCD.3:0 - Use This When

Use this pattern when a named person’s later-Work demand is already recoverable, performance is inadequate or unstable, and different explanations would lead to different next Work. Begin by comparing the smallest rival set that could change the decision; do not begin by assigning training, practice, coaching, motivation work, or treatment.

The first useful result is either a qualified intervention target—the smallest changeable human limitation supported by current evidence—or a non-training return to the owner of the actual constraint, specialist question, or missing result. A target names what is supported, any still-plausible rival explanations, the conditions protected during observation, and what later observation could reopen it. A return names the blocked HCD decision and an exact retry condition.

The practical gain is stopping generic development Work before it consumes time or harms the person. Use HCD.1 when the later-Work demand itself is unclear. Use HCD.4 after a compatible demand and claim-level evidence exist and simultaneous capability claims must be compared. A separate programme comparison (HCD.2) may use a target or another qualified basis; HCD.3 stops at the target or non-training return.

Do not use this pattern to diagnose a medical disorder, prescribe a clinical or learning intervention, declare that development occurred, authorize surveillance, assign Work, or make safety, employment, provider, or treatment decisions.
