External result and authority boundaries

Target-domain Methods and results govern what counts as correct, safe, critical, or useful in later Work. Clinical, safety, legal, employment, assignment, organization, provider, platform, tool, and specialist owners retain their direct results and authority. HCD may consume those results or return an exact missing value; it does not replace them.

An assisting AI or other System may contribute Work or evidence when its capability, access, configuration, and authority obtain. Its output is not human capability, and it is not the DecisionSubject by label. Managers may own allocation and assignment while the human holder participates and while programme, safety, release, clinical, or employment decisions stay separate.
