People agree that something matters, but interpret the situation differently or expect someone else to decide what it means for them. Use LDR.5 to develop the direction with the people whose experience and action it needs, obtain its subject grounds, and establish a justified first action with its participation limits. Begin directly with a sufficient agreement or prepared proposal when those results already exist.
