Suppose official standards, university courses, and professional press repeatedly name one engineering Method, while project teams are observed using other Methods and reporting compliance in the official vocabulary. Or suppose academic Dance literature is dominated by ballet while adult social-dance events are much more common in everyday practice. The two source sets describe different cultural processes.
Use the available records and an expert estimate with a stated basis when a large prevalence study is infeasible. Do not report institutional discourse as project use, or sparse informal documentation as absence of practice.
