MDPE.15:4.3 - Prepare only the plan the Work needs

Use A.15.2 when a U.WorkPlan is needed. Keep it small enough to expose:

• the performing Agents, any decision-bearing A.2.1 assignments, and supporting non-agent Systems;
• the selected change and direct Method;
• required material, tools, venue, bodies, instruments, software, or data;
• safety, consent, access, stop, and rollback conditions;
• the relation between change Work and any trial or evaluation Work;
• the observations and evidence to retain; and
• the next decision that may use the result.

Use C.24 only when tool or call planning is current. A useful plan remains an episteme and never establishes that Work occurred.
